The sanctions against Rubio date back to 2020, when he was still a Republican senator from Florida. Beijing sanctioned him twice that year, first for speaking out against China's crackdown on Hong Kong, where pro-democracy protesters had been demanding greater autonomy from Beijing's tightening grip.
